CEL Floats Tender for 25 MW Of DRE Projects In Maharashtra

(EPT): Central Electronics Limited (CEL), a public sector enterprise under the Ministry of Science and Technology, has invited bids for Design, Engineering, Supply, Construction, Erection, Testing, Commissioning and O&M of Decentralised Solar Power Generating System (SPGS) ranging from 2 MW to 10 MW (AC) for a cumulative capacity of 25 MW (in 2 lots) at various substations/locations in Maharashtra, India.

The successful bidder will also have to do 12( Twelve) years comprehensive operation and maintenance of the plant after project commissioning.

The bids can be offered for the projects in two lots – Lot-A (14 MW) and Lot-F (11 MW). The districts where the substations for these projects are located include Washim, Buldhana, and Sangli.

Bid submission start date is 05.01.2022 & the bid submission due date is 19/01/2022 & bids will be opened on the same day.

This is 2 bid tender process. One will be technical bid and second will be price bid.

PQR Highlights for Bidders:

Bidder must have minimum average turnover in the last three consecutive financial years out of last 4 financial years (i.e. FY 17-18, FY 18-19, FY 19-20 and FY 20-21) as mentioned below against each lot:
a) For participating in Lot-A: Rs. 18.7 Crores b) For participating in Lot-F: Rs. 14.7 Crores

The combined average annual turnover for both the lots applied for by the bidders will be considered for evaluation.

Bidders should have designed, supplied, installed, and commissioned a cumulative capacity of 5 MW of grid-connected solar power projects for any government agency, public sector undertaking, registered cooperative society, or private companies in the last five years as of the bid submission date. Out of the total capacity, at least one project should be of 1 MW or higher capacity and should have been installed at a single location.

They must submit a solvency certificate or creditworthiness of INR 5 Crore from any nationalized or scheduled commercial bank or net worth with positive reserve.

The site and capacity will be allocated to the contractor as per the availability of sites and capacity. However, if there is a change of location to another state, the differential transportation charges will be considered and paid to the contractor.

The solar modules to be used in the projects should be warranted for peak wattage output, which should in no case be less than 90% at the end of ten years, and 80% at the end of 25 years.

If the contractor fails to commission the project beyond 90 days from the commercial operation date, CEL reserves the right to terminate the contract.

Project Scope:

The Scope of Work includes site surveys, design & engineering, procurement & supply of equipment and
materials, testing at manufacturers works, inspection, packing and forwarding, supply, receipt, unloading
and storage at site, associated civil works, services, permits, licenses, installation and incidentals,
insurance at all the stages, erection, testing and commissioning of Grid Interactive Decentralised Solar
Power Generating System (s) (Decentralised Solar Power Generating System ) of capacity ranging from
2 MW to 10 MW AC and performance demonstration with associated equipment and materials along with
associated transmission system up to 11 kV or 22 kV at designated substations on turnkey basis in the
state of Maharashtra, India and 12( Twelve) years comprehensive operation and maintenance of the plant thereafter.
