New 5 MW Solar Project EPC Tender Floats by MSRDC

(EPT) : Mahasamruddhi Renewable Energy Limited (MREL), a special purpose vehicle (SPV) of Maharashtra State Road Development Corporation Limited (MSRDC), (GOVERNMENT OF MAHARASHTRA UNDERTAKING) has floats new tender for Design, Engineering, Supply, Construction, Erection, Testing & commissioning and Comprehensive O&M of cumulative 5 MW (AC) Ground Mounted Solar PV Power Plant at village Bhilkheda Taluka Karanja Lad, District Washim (Interchange No. 8) at Chainage 182.400 km along Hindu Hrudaysamrat Balasaheb Thackeray Maharashtra Samruddhi Mahamarg.

Pre-bid meeting will be held on 24/01/2022. This tender is single stage and 2 envelope bidding.

The last due date of online bid submission is 10/02/2022 & physical technical bid submission date is 11/02/2022. Technical bids will be opened on 11/02/2021 however price opening date shall be notified by the tender inviting authority.

EMD is applicable for this tender and EMD amount is INR 2,00,000/- (Indian Rupees Two Lakh Only) & EMD amount to be paid online through SBI payment gateway provided on e-tendering portal.

The scope of work includes the design, engineering, procurement, supply, insuring, packing, forwarding, loading, transportation , unloading, construction, installation , testing, erection, and commissioning of the 5 MW grid-connected solar project. After commissioning the project, the successful bidder must provide comprehensive operation and maintenance services for ten years.

The successful bidder has to submit the CPBG (Contract Performance Bank Guarantee ) for 5 years of 10% of contract value for supply and service and in second stage 5% CPBG needs to submitted for O&M (Operation & maintenance) of contract value for next 5 years.

Warranty /Guarantee requirements:

  1. PV modules used in grid connected solar power plants must be warranted for peak output wattage, which should not be less than 90% at the end of 10 years and 80%at the end of 25 years.

2. The modules shall be warranted for at least 10 years for failures due to material defects and workmanship.

  1. The mechanical structures, electrical works and overall workmanship of the grid solar power plants must be warranted
    for a minimum of 5 years
  2. The Inverters/PCUs installed in the solar power plant must have warranty for 5years.

PQR for bidders:

Bidders must have developed and commissioned grid-connected solar power projects with a total capacity of 3 MW or above to be eligible. Of this, at least one solar project should have 1 MW of higher capacity, and the project should be in successful operation for at least six months before the bid due date.

In addition, the bidders should have executed at least one electrical sub-station of 11/22 kV or above voltage level, including equipment like the HT/LT panel and a power transformer.

Bidders’ average annual turnover must not be less than INR 100 million in the last three financial years. In the last financial year, their net worth must be over INR 50 million.

Total Project Capacity of 5 MW (AC) is divided into 2 different grid interconnections i.e. 2 MW solar project is to be connected to Belmandal 33/11kV substation which is at 6.5 km and 3 MW solar project is to be connected to Kakadshivni 33/11 kV Substation which is at 1.5 km from I/c no. 8.
