SECI Floats Tender for 1200 MW of ISTS-Connected Wind Projects

(EPT) : The Solar energy Corporation of India (SECI) has floated Wind power project tender to develop 1,200 MW of interstate transmission system (ISTS)-connected wind power projects (Tranche-XIII).

The selection of Wind Power Developers shall be through tariff-based competitive bidding. Non refundable cost of tender fee is INR 29,500/- including GST & fee to be submitted through NEFT/ RTGS transfer in the account of SECI, along with the response to RfS.

The bid submission due date is 18/02/2022 & bids will be opened on 23/02/2022.

Selection of Wind Power Projects for a total capacity of 1200 MW will be carried out through e-bidding followed by e-Reverse Auction process, if required.

Earnest Money Deposit (EMD) is applicable that is INR 13.26 Lakhs/MW (Rs. 13,26,000/MW) per project in the form of Bank Guarantee.

Successful bidders shall have to submit the Performance Bank Guarantee (PBG) for value @ INR 33.15 Lakh/ MW/Project (Rs. 33,15,000/MW/Project) prior to signing of PPA.

The scope of work includes Identification of land, installation and ownership of the Project, along with obtaining
connectivity, LTA and necessary approvals and interconnection with the ISTS network for supply of power to SECI, will be also under the scope of the Wind project developer.

A Bidder can submit a single bid offering minimum of 50 MW capacity and a maximum of 1,200 MW. Bidders must quote the capacity in multiplies of 10 MW.

The Scheduled Commissioning Date (SCD) for commissioning of the full capacity of the Project shall be 24 months from the Effective Date of the PPA or from the Effective Date of PSA, whichever is later.

Bidders must also provide information about the wind turbine proposed to be installed in the project at the time of financial closure. Certified wind turbine models listed in the ‘Revised List of Models and Manufacturers’ issued by the Ministry of New and Renewable Energy only will be allowed for deployment under the program.
